Summary of workshop organized by Landesa (then called the Rural Development Institute) in which participants discussed reforms in the agriculture sector, farm “restructuring,” large collective farms, and the future of small plots and peasant-owned enterprises. Report includes discussion of topics for further research, i.e. extent that policies, legal issues, taxes, assumptions and enforcement of land reform laws favor large farms and what needs to happen to create a level playing field for all farms. | Download PDF
